1. NVIDIA proposes deeper AI cooperation - but this is not a purchase order
At a working session in Hanoi on 20 August, NVIDIA proposed strengthening cooperation with Vietnam in four areas: developing a Vietnamese-controlled large language model, building AI infrastructure and GPU capacity, training talent and supporting start-ups, and connecting Vietnam's AI ecosystem with regional and global markets.
The distinction between a strategic proposal and a procurement commitment matters. The public information describes an agenda for cooperation, capacity-building and ecosystem development. It does not describe a signed national GPU purchase order. For Vietnam, the more important signal is that AI infrastructure is increasingly being discussed at the national-capability level - combining compute, data, models, talent and market development rather than treating GPUs as isolated hardware purchases.
2. Wind and solar projects get a new bottleneck-removal mechanism
On 24 August, the National Assembly confirmed the passage of a resolution establishing a special mechanism to deal with difficulties and legal obstacles affecting wind and solar projects. The measure addresses a long-running challenge in Vietnam's renewable-energy sector: a number of projects have faced uncertainty around legal procedures, project status and implementation pathways.
The resolution is an important policy step, but the next stage is equally important. Detailed implementation guidance, consistent interpretation among agencies, and practical execution at provincial level will determine how quickly projects can restore bankability, complete procedures and return to a viable development track. For investors, policy approval reduces uncertainty only when it is followed by clear operational rules.
3. Vietnam Leadership Program discusses cloud computing and digital finance at Columbia University
From 24 to 26 August, Vietnam's Deputy Prime Minister Nguyen Van Thang is leading a delegation at the Vietnam Leadership Program 2026 at Columbia University in New York. The programme focuses on global economic trends, new growth drivers and policy recommendations for Vietnam's next development model.
Sessions on 25 and 26 August include cloud computing and the development of financial services in Vietnam, alongside global trade, supply chains and resource mobilisation. The broader agenda also covers safe AI governance, digital finance infrastructure, banking modernisation and national technology strategy. The significance is not a single technology decision, but Vietnam's effort to connect policy design with international expertise in the infrastructure that will support the digital economy.
4. ROSI AI IOC brings real-time operational data into asset registration
On 21 August, the Transaction and Asset Registration Centre in Ho Chi Minh City launched the ROSI AI IOC intelligent operations centre. The platform is designed to combine operational, administrative and personnel data into dashboards for management, while also providing more transparent status information for citizens and businesses.
One practical feature is its 24-hour analysis of online case intake. Applications submitted by citizens and banks overnight are automatically consolidated early in the morning, allowing staff to see the backlog before the working day starts and prioritise processing. This is a concrete example of AI and data analytics being used not as a consumer-facing chatbot, but as an operations layer for public administration.
5. DPPA and storage are moving from policy architecture toward implementation
Vietnam's Direct Power Purchase Agreement mechanism is no longer purely theoretical. On 1 June 2026, the country recorded its first DPPA transaction through the national grid, marking an important step in giving large electricity users more direct access to renewable power.
At the same time, battery storage is becoming central to the next stage of the power system. Under the revised Power Development Plan VIII, Vietnam targets approximately 10,000-16,300 MW of battery energy storage by 2030. The scale reflects the need to integrate rapidly growing wind and solar generation, reduce grid stress and provide greater flexibility around industrial and digital loads.
The policy connection is increasingly clear: DPPA expands the market route for green electricity, while BESS improves the technical ability to use that electricity reliably. Together, they can become an important foundation for factories, data centres and AI infrastructure that require both cleaner power and high availability.
