Vietnam Accelerates Green and Digital Infrastructure: Carbon Market, Digital Free Zone, 305MW BESS and National Data Centres

1. Carbon accounting moves closer to market discipline
Ho Chi Minh City's requirement for hundreds of enterprises to conduct greenhouse-gas inventories is becoming increasingly important as Vietnam moves from emissions reporting toward a functioning carbon market. The city-level inventory obligation provides the measurement foundation needed for future quota allocation, carbon-credit management and compliance.
At the national level, Vietnam officially launched the pilot phase of its domestic carbon market in June 2026. The pilot framework is designed to create a transparent mechanism for trading greenhouse-gas emission quotas and carbon credits, while encouraging businesses to improve technology, efficiency and emissions performance. For enterprises, carbon accounting is therefore shifting from a sustainability reporting exercise into an operational and financial management capability.
2. Quang Ninh proposes a 26,380-hectare digital and knowledge economic zone
Quang Ninh has proposed a Digital and Free Knowledge Economic Zone of roughly 26,380 hectares across areas including Hoang Que, Viet Hung, Bai Chay and Tuan Chau. The concept is intended to create a new-generation economic space focused on digital industries, data, innovation and knowledge-intensive services.
Importantly, the project is still at proposal and consultation stage. It should therefore be viewed as a strategic direction rather than an approved operating zone. If implemented, however, the concept could strengthen Quang Ninh's role as a northern technology, data and innovation hub and create new demand for digital infrastructure, clean power and high-quality connectivity.
3. EVN places 305MW of battery storage on its August commissioning agenda
Battery energy storage is becoming a more visible part of Vietnam's power-system strategy. In its August 2026 operating plan, EVN set a target to complete energisation of the full 305MW BESS programme during the month.
The deployment is particularly relevant for northern Vietnam, where peak demand has been rising rapidly and renewable-energy penetration continues to expand. BESS can absorb surplus electricity, support peak shaving, improve local grid flexibility and provide a buffer when supply-demand conditions become more volatile. For AI compute and data-centre infrastructure, a more flexible power system is also important because these facilities require stable, high-quality electricity around the clock.
4. National data infrastructure moves toward multi-centre architecture
Vietnam's national data strategy and digital-government infrastructure programme place national data centres at the core of the country's digital transformation. The policy direction includes forming at least three national data-centre clusters, developing large-scale green data centres, and building unified cloud, storage, backup and computing capacity for government and national data systems.
This is more than an IT infrastructure project. National data centres create demand for secure computing, high-availability power, cooling, energy efficiency and resilient connectivity. As data becomes a strategic resource, the relationship between electricity, storage, data centres and AI computing capacity will become increasingly direct.
5. A more integrated model is emerging
These four developments are not isolated. Carbon accounting creates pressure for cleaner production; carbon trading gives emissions a market value; BESS strengthens the grid; national data centres increase computing demand; and digital economic zones create places where those technologies can be deployed at scale.
Vietnam's next phase of growth is therefore increasingly shaped by the integration of energy, digital infrastructure and sustainability rather than by any single technology alone.
